1. At the Ring of Doom
Manwe and Varda sat in their thrones at the Ring of Doom and looked out upon the Valar and Maiar gathered to council on the deeds of Melkor and how best to resist him, and their faces were grim. "War there may be against Melkor and his host if so we must prepare, said Manwe. All must join in deciding."
"We are not all assembled, said Alue Tulkas is not seated. Kementari, you had seen him last."
"That was long before the summons of Eonwe." Said Yavanna, and the faces of her husband her were troubled.
"Wait not for him, said Ulmo, for what we do must now be decided by all for the saving of Arda." And the face of Ulmo was distressed.
"Aye! Let us decide, said Vana, Melkor causes hurt to all the green things of Arda!" Orome nodded to second his spouse and their faces were terrible.
Irmo passed a flask of the water of Lorien and said "Frightful it is to bring war to the peace of Arda, frightful more the hurts of the Foe. Manwe, Lord let the council begin". Este nodded next to him and their faces were anxious.
"Yea though it cause hurt to all we must decide" said Nienna and her face was sad.
"Sister be comforted, Mandos, husband speak, said Vaire, shall we commence?"
Mandos said, "Let us begin." And their faces were stern.
Before Manwe could speak again the sound of running feet were heard and the roar of joyous laughter. Then Nessa, fleet as the deer she loved ran into the Ring of Doom and dancingly flung herself into her seat. Then Tulkas ran to the center of the Ring and their faces were radiant.
Tulkas cried, "Swiftly let us make war! Arda is too long under Melkor's wrath how ever short the time of strife. As to Melkor and his defiance I can but laugh." And Tulkas laughed.
"Look at you all, how grim, how sad, how troubled all you are. When I see your faces all so strained I can but laugh!" and Tulkas laughed.
"We are young, Arda is new, all is before us to be done! When we behold this we have, what can we do but laugh?" and Tulkas laughed.
"Even in the mist of war when Melkor is our great foe, because we fight to throw him down, What can we do but laugh?" and Tulkas laughed.
"Call me back when ye march. Until then I roam Arda and take joy in its creation!" and Tulkas laughed and bounded out of the Ring of Doom over the head of the ranks of the Maia who fell from him as he ran and were in amaze. Nessa only smiled after him with the smile of one indulgent.
Yavanna said "What? Is madness here?" And her face was less troubled.
Nienna said "No, simply joy." And her face was less sad.
Orome said "Perhaps we should listen." And his face was less terrible.
Este said, "Though he be wild yet he speaks some wisdom." And her face was less anxious.
Ulmo said, "We still should not have waited." And his face was less distressed.
Manwe said "Now we must council on the deeds of Tulkas Who Laughs." And his face was less grim.
From the ranks of the Maia one of them looked from beneath the seat she had used as shield when Tulkas leaped and asked "Is it safe to come out?"
And Mandos replied "Not very." And his face was much less stern.
In the distance Tuklas laughed.
