Does anyone know around which time Galadriel's mirror would have been made? Was it some time after she and Celeborn became Lord and Lady of Lorien?

Also, was Caras Galadhon only founded after Celeborn and Galadriel came to rule, or was it there while Amroth was still King?

Any help is appreciated.
