This is a beautiful story. I don't find Elrohir's behavior puzzling at all (and besides, Galadriel explains it to Ivoreth). Elrohir has had a hard life, has lost a great deal and is about to lose much more - such circumstances can twist the best of us, if only temporarily. After all, Elves aren't perfect! This story shows their imperfections very elegantly.
